The Oceanic Fisheries Management Programme at SPC has developed a program of activities which aim to help build the capacity of SPC member countries and other developing state countries in the WCPO region to interpret and utilize fisheries science and assessment information in their tuna fisheries management decision making processes. The following provides an overview of the background to and need for these activities.

 

Responsible management of tuna stocks as specified under the Western and Central Pacific Fisheries Convention and other regional agreements (e.g. UNCLOS, UNSFA) requires that SPC (and WCPF Commission) members are able to interpret and utilise the scientific assessment information appropriately within their fisheries management decision making processes at both the Commission and national levels.

 

Unfortunately, many developing states who are members or cooperating non-members of the WCPFC have found it difficult to develop the scientific capacity and expertise necessary to interpret and use scientific information from regional tuna stock assessments to assist in these important management processes: hindering their capacity to meet obligations under the Convention; participate meaningfully and fully in Commission Scientific processes; and give appropriate consideration to scientific information when developing national tuna fisheries management plans and processes.

 

To address this gap in technical understanding and capacity, the SPC-OFP has over time developed a program of activities which fall into two categories:

 

  1. Workshops and associated activities to increase the understanding and use of stock assessment information, including:
    1. Annual regional stock assessment training workshops.
    2. An online portal for stock assessment learning/revision.
    3. Opportunistic national workshops during in-country visits.
    4. Support of PICT attendance to technical workshops.
  2. Attachments of national fisheries officers to SPC-OFP.

 

This programme of activities intends to increase the scientific understanding of fisheries officers involved in fisheries management and is not intended to train stock assessment scientists. For fisheries officers from SPC member countries and territories who wish to pursue post graduate fisheries science studies and are seeking SPC support in that process, please contact the Oceanic Fisheries Programme Manager.

 

 
2018 Tuna Stock Assessment Workshops

SPC, Noumea, New Caledonia - 14-18 and 21-25 May 2018


The Oceanic Fisheries Programme (OFP) of the Pacific Community (SPC) is conducting two week-long Stock Assessment Training Workshops at SPC headquarters in Noumea from 14-18 May and 21-25 May 2016.  A total of 17 regional scientists from 12 SPC member countries will attend an introductory course and 12 scientists from 12 member countries will attend an advanced course. These annual workshops are intended to prepare participants for involvement with the Scientific Committee meetings held in advance of the WCPFC Annual Meeting.  In particular, the basics of stock assessment and the interpretation of the SPC target species stock assessment reports are the focus of the training.  The workshops are led by OFP’s two National Scientists, Dr. Steven Hare and Dr. Sam McKechnie, but involve contributions from most of the Stock Assessment and Modeling section.

2016 Tuna Stock Assessment Workshop

The Oceanic Fisheries Programme (OFP) of the Pacific Community (SPC) is conducting two week-long Stock Assessment Training Workshops at SPC headquarters in Noumea from 4-8th July and 11-15th July 2016.  A total of 16 regional scientists, will attend an introductory course and 9 will attend an advanced course. The participants represent 13 Pacific Island Countries as well as observers from the Forum Fisheries Agency and Shanghai Ocean University college of Marine Science will participate.  The workshop will be led by OFP’s two National Scientists, Dr. Stephen Brouwer and Dr. Steven Hare.
