TUFMAN (Tuna Fisheries Database Management System) is a database tool developed for Pacific Island Countries to manage their tuna fishery data. It provides for data entry, data management, data quality control, administration, and reporting. The system is the same throughout the region but is highly customizable and setup specifically for the needs of each of the individual countries. It has been developed over many years and has evolved from a simple system to one that is becoming a comprehensive tuna data management tool.

Tufman supports many types of tuna fisheries data and supports the major gears (longline, purse seine, pole-and-line) as well as artisanal vessels. The types of data supported include:

  • Licensing
  • Port sampling
  • Logsheets
  • Unloadings
  • Observer trips
  • Packing lists
  • Vessel Activity Reports
  • Vessel Position Reports
  • VMS

The system’s data quality tools can perform reconciliation of the different types of data in the system and can be used to improve the estimates of catch and effort statistics, highlight under-reporting and missing information, assist with calculation of coverage of data, vessel position conflicts, etc.
Reporting is fairly comprehensive and the system can generate many reports using a single source or a combination of data types. It has a mapping component than can produce catch and effort maps as well as tracks of logsheet, position reports, and VMS data. Special reports have been provided that cater for the countries’ flag-state reporting obligations to the WCPFC, and produce specific tables and figures defined in the WCPFC reporting template.

Tufman is network-based and can support any number of concurrent users. The front-end interface has been developed in Microsoft Access 2007, and since 2010 the back-end data are being stored in SQL Server 2008 R2. Neither of these software need to be purchased since Tufman can be run with the Microsoft Access 2007 Runtime package and SQL Server 2008 R2 Express, both of which are free.

For mapping Tufman generates MapInfo compatible files, and then launches the MapInfo application and generated map, if MapInfo is available to the user. Most of the reports can be exported directly to Microsoft Excel, while the WCPFC reports, which contain some charts, are exclusively generated in Excel. In the near future Tufman will support xml for the importing and exporting of data and reports, and will provide extra mapping functions based on Google Earth. It is also expected to replace the MapInfo-based mapping with an Open-Source mapping tool over the next year.
